Winter Holiday Activity Fund (Department of Education funded) and February Half Term Activities (City of Wolverhampton Council funded)

The Youth Engagement Strategic Partnership Board have been supporting organisations by providing funding to organisations to deliver a summer activities.  We recently awarded grants for October half term.

We are pleased to announce additional funding opportunities to ensure the City has activities during Christmas half term and February Half Term.   

We have listened to the feedback and rather than 2 processes of application, only one form will need to be completed, with providers having the option of whether they deliver during Christmas, February or both.  The Youth Engagement Strategic Partnership Board will be assessing all HAF and February half term applications.

The Board plays an integral role in ensuring the city's Youth Engagement Strategy is delivered. The board was launched in November 2020, is supported by the City of Wolverhampton Council's Coproduction and Youth Engagement Team and has been working on the development of the application form.

The Youth Engagement Strategic Board is comprised of reps from Youth Voice Groups across the city, these include the Youth Council, Culture & Diversity Group, HY5 (SEND Forum), Children In Care Council (CiCC) and the Local Youth Ambassador Groups. 

The application process comes with its own criteria that we encourage you to read carefully.  The Holiday Activity Fund has an eligibility criteria targeting children eligible for free school meals.  Providers will need to demonstrate that their provision is meeting this eligibility criteria.

Key dates

Tuesday November 2nd 2021 12 noon Deadline for all Winter HAF and February half term application forms.  Applications will not be considered after this time or date.  Please ensure the form is submitted to the correct email address.

Saturday 13th November 2021 - All applicants will be invited to present their proposal to young people.  The Youth Engagement Strategic Partnership Board  is hoping to making decisions on this day.  Please note, this is an essential criteria of the application process.  Failure to attend will result in your application being declined.


Winter HAF and February Half term Application Form Pack


To give your application the best chance of success it is important that you read and understand the criteria and guidance below. If you are unsure about any of the guidelines, please contact: HAF@wolverhampton.gov.uk. All completed applications also need to be sent to this email address.

To be successful, your application MUST meet the following requirements: 

  1. All young people involved in the project MUST live in Wolverhampton. 
  2. Benefit the local community through our mantras: “Being Healthy, Being Connected & Being You.”
  3. Applications will be strengthened if you can evidence that children, young people and families have been involved in planning the project.
  4. We welcome collaborative bids which demonstrate value for money. 
  5. You must be able to provide advertising material for the City of Wolverhampton Council to promote your project/workshops. 
  6. Monitoring returns must be completed and submitted. 
  7. You must be able to provide copies of safeguarding policies and DBS checks if requested. 
  8. The maximum funding available is £5000

We will not fund the following: 

  • Single items of equipment over £20 or capital expenditure
  • Projects that promote any political parties or religious purposes
  • Projects and activities that do not meet any of the above funding criteria.
  • Projects that are regarded as posing a safeguarding or unacceptable health and safety risk.
  • Projects that involve international travel 

Holiday Activity Fund (HAF) Winter Programme

As a DFE funded programme, there are certain criteria you will need to meet to run a local HAF programme. Your local HAF programme will: - 

  1. All young people involved in the project MUST live in Wolverhampton. 
  2. Young people must be eligible for free school meals
  3. Minimum of 2 days face to face delivery
  4. Minimum of 4 hours delivery per day
  5. Provide physical activities
  6. Provide at least one hot meal, either breakfast lunch or dinner each day and meet the School Food Standards throughout the day.
  7. Improve children’s knowledge and awareness of healthy eating - Offer advice and training to parents on how to source, prepare and cook nutritious and low-cost food. 
  8. Provide a programme of fun and enriching activities that provide children with opportunities to develop or consolidate skills or knowledge
  9. Offer signposting and referrals to other services and support that would benefit the children who attend and their families
  10. Daily register of attendance must be submitted to the HAF inbox
  11. DfE Monitoring returns must be completed and submitted. 
  12. You must be able to provide copies of safeguarding policies and DBS checks if requested. 
  13. The maximum funding available is £5000

We will not fund

  • Parties and presents
  • Single items of equipment over £20 or capital expenditure
  • Projects that promote any political parties or religious purposes
  • Projects and activities that do not meet any of the above funding criteria.
  • Projects that are regarded as posing a safeguarding or unacceptable health and safety risk.
  • Projects that involve international travel
